Club Bruges declared Belgian champions after clubs confirm

Club Bruges have been declared Belgian champions after the country's Pro League confirmed last month's decision to bring the season to a premature halt because of coronavirus.

They had an unassailable 15-point lead over Gent with one match left when the season was suspended.

It is a 17th title for Club Bruges and their third in the past five seasons.

It means they will have an automatic spot in next season's Champions League group phase.

Belgium was the first country in Europe to cancel its league, but the decision still had to be ratified by the clubs at Friday's general assembly.

The meeting also confirmed that Waasland-Beveren would be relegated while Gent would enter next season's Champions League, with Charleroi, Royal Antwerp and Standard Liege in the Europa League.

Harry Kane: England captain says Premier League players came under 'unfair criticism' during pandemic

Premier League players have come under "unfair criticism" during the coronavirus pandemic, says England captain Harry Kane.

Last month health secretary Matt Hancock said players should "take a pay cut and play their part".

"We've shown we're doing everything we can to help support the NHS, charities and everyone who is struggling during this pandemic," Kane told BBC 5 Live.

"We came under a bit of scrutiny and probably unfair criticism at times."

In an interview for BBC Radio 5 Live's The Friday Football Social from 19:00 BST on Friday, Spurs striker Kane paid tribute to front-line workers during lockdown.

"From delivery drivers to care workers and doctors to shop workers, they have been amazing," Kane added. "Everyone is doing so much work behind the scenes that not everyone sees."

Last month Premier League players launched a "collective initiative" to help generate funds for the National Health Service and distribute them "where they are needed most".

On 31 March, Tottenham announced that all 550 non-playing staff were taking a 20% pay cut, initially for two months.

The club reversed the decision to use the current job retention scheme for some non-playing staff on 13 April following strong criticism from supporters.

Only the board, including chairman Daniel Levy, who earned £7m last year, is taking salary reductions.

Tottenham manager Jose Mourinho has been volunteering in Enfield to help theelderly vulnerable during the pandemic.

League Two Leyton Orient announced on Thursday that Kane, who played for the club on loan from Spurs at the start of his career, had agreed to sponsor their shirts next season - and donate the space to three good causes.

The club's home strip will carry a message of thanks to front-line workers tackling the coronavirus pandemic.

'I'm taking positives from lockdown'

Kane was recovering from a hamstring injury which had kept him out since 1 January when the Premier League was suspended indefinitely.

He believes he could have been struggling to be fully fit had Euro 2020 - which has been postponed until the summer of 2021- taken place next month.

"I wouldn't have had as many games as I would have liked or as much training as I would have liked to really get to my highest level," he said.I'm trying to take the positives. This period has given me a chance to recover a bit more.

"Before lockdown I was at the stage where I was pretty much doing everything except training with the team.

The last week or so I have been able to do one-on-one training with one coach on the pitch. It's a case of getting that feeling back and doing a lot of individual training and finishing."

'Shocked and angry'

Kane said he had been in touch with team-mate Dele Alli, who was held at knifepointduring a burglary in the early hours of Wednesday morning.

"He was a little bit in shock and angry at the situation," he said.

"It's definitely scary and hits home a bit more when it's one of your friends

Gareth Southgate: England job more fulfilling than any othe

Southgate: "As England manager, there's the team and winning, but you can also affect some bigger aspects of society and try to be a force for good."

Gareth Southgate admitted "nothing will be as fulfilling" as managing England, who he believes are capable of further improvement under his stewardship.
The 49-year-old is nearing four years at the helm of the national side and, during that time, he has overseen their run to the semi-finals of the 2018 World Cup as well as a third-place finish in the inaugural Nations League last year.
Those achievements bucked the recent trend of underwhelming displays at major tournaments but Southgate is hopeful of further progress if he is given the chance, with his deal running until the end of the 2022 World Cup.
Speaking to GQ before lockdown measures were introduced in the UK, Southgate said: "For me personally, I feel as if we can still improve. Hopefully there's still enough goodwill for me to be the person that leads us forward."
While the burden of leading England has weighed heavily on some coaches in the past, Southgate relishes all it entails, both on and off the pitch.
Indeed, he revealed he would struggle to find another position as rewarding.

"I know it'd be very hard to find a role that would mean as much to me and that would be as fulfilling," he added.

Cristiano Ronaldo inspires Dortmund sensation Erling Haaland

Borussia Dortmund sensation Erling Haaland said Juventus superstar Cristiano Ronaldo is an inspiration.

Haaland has been a revelation in 2019-20, his exploits already linking him with a move to LaLiga giants Real Madrid.

The 19-year-old striker scored 28 goals in all competitions for Salzburg this term before joining Dortmund in January, netting another 12 in just 11 appearances prior to the coronavirus pandemic.

FCTA charges beneficiaries to return any defective palliative

Minister of State in the Federal Capital Territory, FCT, Dr. Ramatu Tijjani Aliyu, has called on beneficiaries of the Administration’s palliatives to return anyone they feel is defective and unfit for human consumption, to allow for replacement, but at the expense of the suppliers.

Aliyu made the call on Friday during an inspection of palliatives for Kabusa, Garki, Wuse and City Centre Wards in the Abuja Municipal Area Council AMAC.

While she acknowledged that the administration got supplies from different producers and so there could be incidences due to production error, Aliyu who was represented by her Senior Special Assistant on Administration and Strategy, Prof. Muhammad Usman, stated that each of the four wards would be receiving 3000 bags of rice and 3000 bags of condiments.

She also charged councillors representing each ward to be transparent by ensuring that the items get to the targeted individuals.

“We have inspected two trucks randomly, one containing 3000 bags of condiments meant for Kubusa and this one contains 3000 bags of 5kg rice meant for Garki. There are 8 trucks here ready for distribution. Four trucks of rice, and four trucks of condiments. Two trucks for each ward.

“I want to put it on record that these materials were brought together by major suppliers, but as in every production process, you cannot guarantee that every one of them will be problem-free.

As we have observed briefly, if you find any material unfit for consumption, you are at liberty to notify the chairman and such item will be replaced at the expense of the supplier,” Aliyu stated

The minister reiterated that the Internally Displaced Persons (IDPs) and People Living with Disabilities (PLWD) are the responsibility of the Administration while assuring that arrangements are on the ground for the second phase of the palliative distribution.

In his remarks, Chairman of Abuja Municipal Area Council, Hon. Adamu Candido, thanked the administration for the successful distribution of palliatives in Orozo, Karshi, Karu and Nyanya wards, stressing that the success recorded in these wards was above 80 percent.

Candido, used the occasion to charge councillors in other wards to scale-up the performance of previous distributions, adding that there would be a reward for an excellent performance.

He said; “I thank the team particularly the Palliatives chairman of what they did yesterday. The Area Council is very happy and appreciative.

Our prayers is that may God continue to protect the principals, the Minister, Malam Muhammad Musa Bello, and Minister of State, Dr. Ramatu Tijjani Aliyu. Sincerely, we never had it so good.

TODAYRussia's Coronavirus Cases Surpass China's in Latest One-Day Surge

Russia confirmed 6,198 new coronavirus infections Monday, bringing the country’s official number of cases to 87,147.

Russia has now surpassed China to become the world's ninth most-affected country amid the pandemic.

In total, 794 people have been killed by the virus in Russia.

The majority of Russia's cases are in Moscow, although Covid-19 patients have been confirmed in every one of Russia's 85 regions and the spread is accelerating outside the capital. Since March 30, all of Moscow's 12 million residents have been ordered to stay in their homes with few exceptions.

City officials have warned the capital "will face difficult weeks" ahead. 

Under confinement rules that Muscovites have to observe until at least May 1, they are only allowed to leave their homes to go to work, walk their dogs, take out trash or visit their nearest shop.

City authorities also tightened the lockdown by introducing a digital permit system, requiring that anyone travelling by car or public transport obtain a pass.

Russia has carried out more than 2.8 million coronavirus tests, though there have been concerns about their reliability. 

Worldwide, the virus has infected over 2.9 million people."

Boris Johnson's return to work on Monday after more than three weeks out of action will be a "boost for the country", his deputy has said.

The prime minister will resume full-time duties in Downing Street after a fortnight recovering from coronavirus.
Foreign Secretary Dominic Raab, who has been standing in for him during his absence, said he was "raring to go".
The PM spent a week in hospital, including three nights in intensive care, after being admitted on 5 April.
During his hospitalisation, he received regular oxygen treatment to help his breathing.
After he was discharged on 12 April, Mr Johnson suggested his condition "could have gone either way" and praised the staff at St Thomas' Hospital in central London who looked after him.
He has not been doing any official government work during his convalescence at Chequers, on medical advice.

But last week he spoke to the Queen and US President Donald Trump and also met senior ministers, including Mr Raab and Chancellor Rishi Sunak, to discuss the next stage of the UK's response to the pandemic.
Mr Raab told the BBC's Andrew Marr that it was good to have the prime minister back and his return would be a "boost for the government and a boost for the country".

It has been a "difficult time"

The government has been without its leader through much of this tumultuous time but Boris Johnson is now well enough to be back in charge as the next major decision looms - where the lockdown goes from here.
Remember, by law, the measures have to be "reviewed" every three weeks.
The PM returns to intense debate within government, within his party and among opposition MPs about the impact of the lockdown and what combination of measures will come to replace the blunt instrument of asking us all to stay at home.
Everyone is mindful of rushing to relax restrictions in case the virus starts to spread rapidly and widely again - and Boris Johnson has his own recent experience of being struck down too.
But there are growing concerns about the profound effect on the economy and all of our lives - as well as what needs to be in place before restrictions can be eased.
The government's message is clear, that things won't snap back to how they were before - but the prime minister will ultimately be the one to make the decision about where the new balance lies.

The foreign secretary, who as first secretary of state is the second most senior member of the cabinet, praised other ministers and civil servants for "stepping up to the plate" during the PM's absence.
Asked whether he had enjoyed the experience of temporarily running the country, he said this "did not do justice" to the task he had been faced with and his thoughts throughout had been with Mr Johnson and his family, "particularly when we knew it was touch and go".

Critics say Mr Johnson was far too slow to respond once the threat to the UK became clear, with the Liberal Democrats calling for a public inquiry into the "appalling" fatality rate.

He described the more than 20,000 deaths in the UK as "heartbreaking", but said the toll could have been "much worse" without the strict measures.
However, Mr Raab did hint at some ways schools, sport and businesses could begin to return to "a new normal".
It comes as the prime minister is set to return to work on Monday morning.
Meanwhile, a further 336 deaths of people with coronavirus have been announced in England, along with 18 more in Scotland and 14 more in Wales. A UK-wide update on the total number of coronavirus-related deaths to date is expected imminently.

The government has come under pressure from Labour to set out its "exit strategy" for lifting the lockdown.
Shadow cabinet office minister Rachel Reeves said ministers should treat people "like grown-ups" and give businesses, schools and other organisations time to plan for when they are allowed to reopen.
But Mr Raab, who has been deputising for Boris Johnson while the PM recovers from coronavirus, said it would not be responsible to start announcing specific proposals until evidence was available to support them as this could risk "misleading" the public.
Rather than a complete lifting of all measures, he told BBC One's Andrew Marr Show that the country would end up "moving to a new normal..

Mr Raab said when schools reopened, social distancing measures would need to be in place for pupils and staff.
"I think it's inconceivable that they would come back without further measures, as are already being applied in those schools that are open for key workers," he said.
But he would not be drawn on a suggestion that this would mean groups of pupils returning to lessons on different days or times to keep pupil numbers down.

Ministers still won't not be drawn on when or how easing of the lockdown measures will happen.
In his last day leading the government before Prime Minister Boris Johnson takes back the reins, Dominic Raab does go as far as talking about the "new normal" we will need to find for the many months it will take scientists to continue their work on a vaccine and treatments.
That new normal will have to include more testing to spot new cases. It will also require some social distancing measures in shops, schools and workplaces, and indeed any other location where people mix.
That raises some big questions, not least around transport. How do you keep commuters safely apart? And what should be done about travellers arriving to the UK who may be carrying coronavirus?
If you lift restrictions too much or too quickly, infections could soar. That would risk another peak and more lockdown measures - things none of us want.

Mr Raab suggested social distancing measures already being seen in food shops and other businesses that have remained operating could also be expanded to non-essential businesses if they were to reopen.
Asked whether there was any chance of people being able to play sport outside this summer, Mr Raab said this would be "very difficult because of the level and scale of interaction".
But he added: "I think the professional sport may be different because of the scale of testing that they would be able to introduce."

On the possibility of testing people arriving at UK airports, Mr Raab said this measure might be introduced but he "can't say it with any certainty yet".
"The advice that we got - and I checked it with the scientists, with the chief medical officer - at the outset when we took up our social distancing measures, is that it wouldn't make any difference from a public health point of view," he said.
At that time, the number of people travelling was "plummeting" and "the virus was already at pace" within the UK, he added.
But he said that might need to be reviewed when the number of people with the virus in the UK had dropped significantly.
"Whether it's a quarantine period, or testing, or other measures that might be taken, it's possible - and I ask this question every week… and we will keep asking that question."

On Saturday, NHS England's Medical Director, Prof Stephen Powis, said ending the lockdown too early would lead to the virus spreading more and it was important not to forfeit the "gains" made by social distancing.
However, Ms Reeves told Andrew Marr the government should publish its plans for exiting the lockdown and allow them to be scrutinised.
"People have by and large stuck by the rules that have been put in place, and because they've done that I think it is even more important that we communicate with them, treat them like grown-ups, in where we're going next," she said.
Meanwhile, First Minister Nicola Sturgeon warned she could delay any lifting of the restrictions in Scotland if she thought the government at Westminster was moving too quickly.
"If... the UK government took decisions that I thought were premature in terms of coming out of the lockdown then clearly I would want to make sure that Scotland did what I judged was best to protect the population," she told the programme.
But Ms Sturgeon added she would not take a different path "for the sake of it.!!

It's said he has leased the plane as opposed outright purchasing it straight away, but it looks as though he and his family and friends are getting their money's worth.

When asked if training with the 32-year-old helped him improve, the shot stopper didn't exactly sound convinced.

Gunmen kidnap popular Oyo Islamic cleric’s

The twins of an Ibadan-based popular Muslim cleric Alh. Taofeek Akewugbagold, have been kidnapped.

They were kidnapped at their parents’ house at about 8:30 pm in Ojoo area of the capital city on Saturday 


Akewugbagold, who disclosed this in a post on his Facebook page in the early hours of Sunday, said the children were kidnapped at gunpoint.

The cleric called on people to assist him with prayers and begged the abductors to have mercy on the mother of the abducted twins, who was barren for almost 12 years.

He wrote: “What a country! My twins children were kidnapped at gun point at my Ojoo residence Ibadan, around 8pm SATURDAY 10 minutes after I left my home recording lecture in a studio.

“Everybody should pls for Allah’s sake assist me in prayer and begging the abductor to pls be mercy with me expecially their mother who was barren for 12 years b4. Am begging not flexing anything.This is their pictures, help share wide (sic). Oh my God”

Confirming the incident, the Police Public Relations Officer (PPRO) in the state, Mr Gbenga Fadeyi, said four persons have been arrested in connection with the kidnap, adding that they were assisting the police in their investigations.

Journalists boycott Ebonyi Govt activities, blast Umahi, Orji

The Correspondents Chapel of the Nigeria Union of Journalists (NUJ) in Ebonyi State, on Friday, issued a 48-hour ultimatum to the Commissioner for Information, Uchenna Orji, to apologise for “betrayal.

They accused him of keeping quiet despite threats, arrests and harassment journalists were facing in the state.

Ebonyi Governor, David Umahi, had banned Chijioke Agwu, a correspondent with Sun Newspaper, and Peter Okutu, a reporter with Vanguard Newspaper, from the Government House and all state buildings.

At an emergency meeting in Abakaliki, NUJ condemned the arrest of its members and announced a boycott of all government activities.

State Secretary, Samson Nwafor, in a communique, lamented that rather than focusing on the issues, especially the ‘life ban’ on Agwu and Okutu, Uchenna Orji “embarked on pernicious propaganda to save his job and drag members of the Chapel to the mud.

The purported joint press briefing where our Chairman, Mr. Jacob Ogodo, was quoted to have eulogized the Governor for arresting our members, was a ruse and a calculated attempt to smear the image of the Chapel, its leadership and confuse the general public.

The Chapel described the commissioner’s action as “an act of betrayal and wish to demand that the Commissioner retract the statement with apologies within 48hours”.

They commended the Nigeria Union of Journalists (NUJ), Nigerian Guild of Editors (NGE), Nigeria Bar Association (NBA), International Press Council (IPC), Socio-Economic Rights and Accountability Projects (SERAP), Civil Liberty Organisations (CLOs), and Nigerians “for standing by Journalists in Ebonyi State in this trying moment.”

Also on Friday, the United States-based Committee to Protect Journalists (CPJ) deplored the harassment of Nigerians journalistes

Journalists in Nigeria must be free to report on topics of public interest, and must not be harassed, detained, and obstructed by local authorities,” said Angela Quintal, CPJ’s Africa program coordinator.

On Thursday, the Socio-Economic Rights and Accountability Project (SERAP) told Umahi to reverse the banon the pressmen or face legal action..

Football star Cristiano Ronaldo will not face rape charges say prosecutors

Portuguese footballer Cristiano Ronaldo will not face charges of rape because the accusations could not be proven beyond reasonable doubt said prosecutors.

Ronaldo has maintained that he is not guilty in regard to the ten-year-old sexual assault allegation that he raped a woman in a Las Vegas hotel in 2009.

Kathryn Mayorga filed the case against the striker in September 2018, accusing Ronaldo of raping her in a penthouse suite, then paying her $375,000 (€335,644) in hush money.

Clark County District Attorney’s Office says that a woman called the police in Las Vegas on the day of the allegation reporting a sexual assault. The police brought her to a hospital for examination but the woman did not identify the person she said raped her at the time.

While the attorney's statement did not identify the woman, Mayorga's lawsuit mirrors the accusation outlined by prosecutors.

A civil settlement was reached between the two parties in 2010 but Mayorga asked the police to reopen the investigation in August 2018, naming Ronaldo as her attacker.

Mayorga and Ronaldo met at a nightclub in Las Vegas before she went to his penthouse with a group of others to view the Las Vegas strip says the lawsuit.

“Based upon a review of the information presented at this time, the allegations of sexual assault against Cristiano Ronaldo cannot be proven beyond a reasonable doubt,” said the District Attorney’s Office on Monday.

Las Vegas police formally requested Italian authorities for a DNA sample from Ronaldo in January. The police did not immediately respond to emails from Reuters asking if they obtained the DNA.

The civil lawsuit has been moved to a federal court.

Covid-19: 200 Cuban doctors expected to land in SA

More than 200 Cuban health professionals are expected to arrive in South Africa on Sunday to help the country in its fight against Covid-19, according to Cuban Ambassador Rodolfo Benítez Verson.

The 217 members of the "Medical Brigade" include family physicians, epidemiologists, biologists, healthcare technology experts, engineering experts, biotechnology experts and other specialists, the embassy said in a statement


In response to the request made by the government of the Republic of South Africa, the government of Cuba has decided to support the great efforts that are currently made by South Africa in containing and arresting the spread of the coronavirus," the embassy said.


It said the professionals were "carefully selected" and that they possess extensive knowledge of the planning, execution and management of clinical cases and public health response.

"They will be deployed in different provinces of the country in accordance with the strategic plans elaborated by the Department of Health."

The deployment of the experts will help to flatten the curve quicker, the embassy said.

"These times require co-operation and solidarity. If we act together, the propagation of the virus will be halted in a faster and more cost-effective manner.

"Cuba has already thousands of health professionals in 21 countries across the globe to assist in the fight against Covid-19.

"The people and government of Cuba value the very special and deep friendship with the government and people of South Africa and consider a duty to extent solidarity and support to our brothers and sisters of this beautiful nation in this time of need," the embassy said.

Expertise needed

"We do not have yet the return itinerary of the plane which is already on its way to Havana. Earlier this month Minister of Health, Zweli Mkhize, has announced South Africa would seek assistance from Cuba and China to fight Covid-19, saying their expertise was needed in South Africa.

"The advantage of Cuba is that their community and district health model is actually one that we would like to use because it works in instances where we would like to reach out to as many communities and ensure there is good [coverage] at community level," Mkhize said.

Aisha Buhari sends new message to Nigerians

Dubai: Retail and leisure group Majid Al Futtaim have announced a new initiative with the UAE Ministry of Climate Change and Environment (MoCCAE) to boost the availability of locally grown produce across Carrefour stores in the UAE.

The programme will open up new distribution channels for more than 6,000 small and medium-sized local farmers and ensure a sustainable supply of fresh fruit and vegetables across the country.

This collaboration is an example of the public and private sector working together to turn a challenge into an opportunity and is made possible by a Memorandum of Understanding signed by both parties in 2018 that has since resulted in several important partnerships.

This latest initiative will enable local farmers to sell their produce at competitive prices through a large network of distribution and collection centres, while also benefitting from Carrefour’s sorting and packing services.

Dr Thani bin Ahmed Al Zeyoudi, Minister of Climate Change and Environment, said, “The MoCCAE and Majid Al Futtaim share a firm dedication to advancing sustainable development, and creating efficient distribution channels for local agricultural produce is an integral part of achieving this objective. In line with the new strategic food security law, issued by the UAE President His Highness Sheikh Khalifa bin Zayed Al Nahyan on 30 March 2020, Carrefour’s direct purchase scheme will go a long way in providing a sufficient supply of essential food commodities in the UAE – a key priority in view of the current situation.”

This initiative follows the introduction of Carrefour’s hydroponic farms in November 2019, a result of MoCCAE and Majid Al Futtaim Retail’s collaboration aimed at selling locally grown agricultural products across all Carrefour stores in the UAE and enhancing the use of innovative farming methods.


Coronavirus: Bahrain announces 70 new cases, infections jump to 2,588

Dubai: Bahrain reported 70 new coronavirus cases on Saturday, bringing the total number of confirmed cases to 2,588, according to the Ministry of Health, Al Arabiya reported.

The ministry added that 51 expatriate workers were among the 70 new cases, with 19 of them getting the virus from direct contact with active cases.

It added that a total of 47 COVID-19 patients recovered from the virus, pushing the total number of patients recovered to 1,160.

Last Thursday, the Kingdom announced another coronavirus death for a 36-year-old male expatriate, bringing its total death count to eight.

Bahrain had recently ramped up testing for the COVID-19 virus, and it conducted more than 97,700 tests.

The Ministry of Industry, Commerce and Tourism has also clarified the government’s decision on Tuesday to extend the statewide closures until May 7.

Facilities that are and will continue to be closed include: Cinemas, private sports centers, private swimming pools, special gaming rooms, Shisha (hookah) cafes, and salons.

Will the COVID-19 pandemic cause a food crisis?


As the world was struggling to combat the COVID-19 pandemic, Qu Dongyu, Tedros Adhanom Ghebreyesus and Roberto Azevedo, directors general of the U.N. Food and Agriculture Organization, the World Health Organization and the World Trade Organization, respectively, warned in a joint statement March 31 that uncertainty about food availability could spark a wave of export restrictions, creating a shortage on the global market.

That led some people to worry about a possible impact on Japan, a major food importer whose food self-sufficiency rate is below 40 percent.

As the joint statement by the FAO, WHO and WTO shows, export restrictions face international criticism. Food shortages lead to a surge in prices, which makes it more difficult for people in poor countries to buy food. Export restrictions under such conditions will reduce food supply and cause prices to spike even higher.

In 1993, during the final phase of the Uruguay Round trade negotiations under the General Agreement on Tariffs and Trade, Japan proposed banning export curbs. I was among the negotiators who tried to get the proposal adopted at the talks in Geneva. However, it met with strong objections from the participants, including the ambassador of India, who argued that countries naturally have the right to restrict exports when they have their own trouble.

Japan’s proposal was eventually adopted as Article 12 of the WTO Agreement on Agriculture, under which countries planning to introduce export curbs will notify the WTO Agriculture Committee and hold talks with food importing countries. But due to objections by India, this rule was not to be applied to developing countries that are net food importers.

In 2008, the use of corn as raw material for ethanol, a gasoline substitute, increased with a surge in crude oil prices and support from the U.S. government. As corn prices rose with the surge in demand, prices of soybeans, wheat and rice — substitutes for corn in terms of production and demand — increased threefold.

India then banned its rice exports. The country did not have a bad domestic harvest — only the grain prices were surging on the international market.

But if left to free trade, more Indian grain will be shipped for export in pursuit of higher prices, which would cut domestic supplies and push up prices at home on par with the international market. That leads to hunger as poor people who spend most of their income on food will become unable to buy food if prices go up two- or threefold. India was trying to prevent that.

The question now is: Will major grain exporters like the United States, Canada and Australia curb their exports? These countries export a considerable portion of their output.

The U.S. generally exports 50 percent of its wheat, while last year Australia and Canada shipped 60 percent and 70 percent, respectively, of their crops overseas.

Even if prices go up, rich consumers in these advanced economies will be able to buy food, and there will be no need to restrict exports. Higher prices enable farmers in exporting countries to earn more. An export curb will flood the domestic market with massive volumes of the food meant for exports, resulting in a crash in domestic prices and leading farmers to go bankrupt. Export restrictions do not make economic sense.

The U.S., the world’s largest agricultural exporter, introduced export curbs twice in the past. In 1973, when the nation suffered a poor catch of anchovies used for animal feed, it banned soybean exports to prioritize supply to domestic livestock farmers as a substitute.

Japan, which buys large volumes of soybeans for making miso, tofu and soy sauce, was thrown into a panic. Worried about possible future supply instability, Japan helped Brazil develop large tracts of farmland in its vast savanna regions. Brazil’s soybean production has since sharply increased to quickly outperform the U.S., which used to monopolize soybean exports.

In its recent trade war with the U.S., China, the world’s biggest soybean importer, restricted imports from the U.S. and instead bought more soybeans from Brazil. If the U.S. had not curbed its soybean exports in the 1973, it could have maintained its dominance of the global soybean market, and China would not have dared to raise its tariff on soybean imports from the U.S.

In 1979, the U.S. banned grain exports to the Soviet Union in economic sanctions against its invasion of Afghanistan. But the Soviet Union managed to procure grain from other countries such as Argentina, and American farmers lost the Soviet market. The U.S. lifted the export ban the following year, but serious damage had been done to its agriculture sector, leaving many farmers to go bust or quit farming.

No country can strategically use export curbs as diplomatic or political tools unless it monopolizes the export market. Having learned a lesson from the two failures, the U.S. has never again attempted to introduce export curbs.

Major exporters that have major influence over international prices like the U.S. will not impose export restrictions. In the event that a developing country like India curbs its exports, it is effectively difficult to call on it to end the restrictions. Such are the limitations of international norms on export curbs.

Article 12 of the WTO Agreement on Agriculture is effectively ignored by WTO member states. What’s more important for global food security are eradication of poverty and expansion of food production in developing countries.

How was Japan affected by the surge in grain prices in 2008? While global grain prices tripled at that time, the consumer price index on foodstuffs increased by only 2.6 percent.

In Japan, imported agricultural and fishery products account for a mere 2 percent of what consumers spend on food and beverages. Domestic agricultural products account for 13 percent, while processing, distribution and food service sectors take the remaining 85 percent. A hike in prices of grain, which constitute only a part of food imports, will have little or no impact on final consumption.

Such a pattern of consumption is common in all advanced economies. Consumers are paying not for agricultural products but for processing and distribution of food, and for dining out. A food crisis like the ones that happen in the Philippines does not occur in developed economies like Japan.

There are two elements in food security. One is whether people have enough money to buy food. The other is whether people can actually secure or have access to food. These factors can be rephrased as economic access and physical access.

Poor countries may lack both. If food prices go up, people who spend most of their income on food purchases are unable to buy the food. A surge in the price of grain, which provides the calories necessary to sustain life, will have an especially serious impact. A significant decrease in income due to the COVID-19 pandemic will cause the same problem without an increase in food prices.

Even if rich nations deliver food aid to the shores of poor countries, the food will not reach the people who need it if there is no means to transport it to inland areas. The ongoing coronavirus pandemic may cause a food crisis in poorer countries due to problems in both economic and physical access.

Japan, where people’s average income is high, is unlikely to face a food crisis in case of a spike in grain prices. Wheat, soybeans and corn that the nation imports mainly come from developed economies like the U.S. These countries, which export a large portion of their domestic production, will not curb exports.

Rice can be more prone to export restrictions because the major exporters are developing countries like India and Vietnam, which export only a small amount of their output. But Japan has no need to worry about a domestic supply of rice since it is even curbing its own rice acreage to keep prices high.

Thailand, another rice exporter, did not restrict rice exports in 2008 because the income level of its population is relatively high.

A food shortage may take place in Japan if the system to distribute food were to break down, preventing people from buying it even though they have the money to do so — as happened right after the 2011 Great East Japan Earthquake and tsunami. The most serious scenario would emerge if a military conflict in the region were to cripple Japan’s sea lanes and ships carrying food imports wouldn’t be able to reach the country’s ports.

The risk of Japan facing a food shortage in the COVID-19 pandemic is low, even if some countries curb their food exports. The risk of its sea lanes being blocked is low as well, but what if that did happen? Japan’s farming organizations and bureaucrats have long used the issue of food security to justify the protection of domestic farmers. They have not even discussed what can be done if the sea lanes are imperiled.

To deal with a possible loss of sea lanes, Japan needs to seriously weigh concrete measures to ensure food security. The basic policy must include stockpiling of food over the short term and increasing food production over the medium to long term.

To expand food output, agricultural resources such as farmland must be secured in peacetime. The rice-acreage reduction policy must be abolished to bring down rice prices and rice should be exported in large amounts.

In peacetime, the nation should import wheat and beef, and export rice. In the event that the flow of goods between Japan and other countries is blocked, making imports difficult, Japan can stop exporting rice and consume it domestically.

The peacetime export of rice can function as a cost-free stockpiling of food. Expanding rice production to the point of exporting it helps maintain rice paddies, a precious agricultural resource. For the sake of food security, Japan needs to abolish the policy of curbing its rice acreage
